
In a landmark stride toward inclusive and gender-responsive economic growth, the Department of Trade and Industry (DTI) formally signed a Memorandum of Agreement (MOA) with the Samahan ng mga Pilipina para sa Reporma at Kaunlaran (SPARK), the primary implementing partner of L’Oreal Philippines Inc. for the Digital Beauty Academy (DBA) Program, happened on July 11, 2025.
The DBA program, created by L’Oréal Philippines and carried out by SPARK, offers more than just basic beauty training. It teaches women hands-on skills in skincare, haircare, and makeup, and also includes lessons on selling online, making digital content, and starting a small business through the internet.
This partnership is a big step toward giving more Filipino women equal and lasting chances to grow whether they are business owners, housewives, overseas workers, or students who simply want to learn useful beauty and digital skills they can turn into a source of income or livelihood.
DTI and SPARK will work together to scale the DBA nationwide, combining online and offline trainings to reach more aspiring women entrepreneurs. Targeting at least 600 beneficiaries, DTI is committed to encouraging digital entrepreneurs from within and beyond Metro Manila to participate in these sessions.
