
[Victoria, Laguna] — In a concerted effort to enhance the capacity of Negosyo Center Business Counselors and promote regulatory compliance among micro, small, and medium enterprises (MSMEs), the Bureau of Internal Revenue (BIR) successfully conducted a Training of Trainers session on 29 May 2025. The training covered essential topics including business registration requirements, taxpayer obligations, maintenance of books of accounts, issuance of invoices and receipts, tax filing schedules, and the use of BIR’s online systems such as ORUS and e-FPS. Special attention was also given to documentation related to the Barangay Micro Business Enterprises (BMBE) Law.
The session opened with a message emphasizing the critical role of education and support in empowering MSMEs. “This training is not just about understanding the law—it’s about equipping ourselves with the knowledge and tools to guide others. As trainers, we play a vital role in bridging the gap between policy and practice, helping MSMEs navigate the system, avoid penalties, and maximize the support available to them,” the speaker addressing the 30 Business Counselors from various Negosyo Centers across Laguna.
The BMBE Law, which provides income tax exemptions, access to government support programs, and simplified regulatory requirements, was a focal point of the training. Participants were reminded that, while the law offers significant benefits, it also entails responsibilities—particularly in ensuring compliance with BIR regulations.


The technical discussions were led by a team of resource persons from Revenue District Office 056 – Calamba City, composed of Mr. George A. Recio, Mr. Joseph Emanuelle Y. Palencia, Ms. Charmaine C. Lopez, Ms. Ma. Patricia Joy E. Jaron, Ms. Maria Paola G. Tavera and Ms. Hannah Thea B. Iranzo.
Their expertise provided participants with a comprehensive understanding of the BMBE Law’s implementation, compliance requirements, and the practical challenges faced by MSMEs. The interactive discussions also addressed frequently asked questions, clarified common misconceptions, and emphasized the importance of accurate and consistent information dissemination at the grassroots level.
The BIR reaffirmed its commitment to supporting MSMEs and emphasized that continuous education and collaboration with DTI program implementors are key to building a more inclusive and compliant business environment (Tawingan, TF| DTI-Laguna). ♦
