BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE UNIT OR SECTION
The Resource Generation and Management Service (RGMS) is responsible for project development, coordination and management, and monitoring and evaluation of foreign-assisted and special projects of the Department in line with expressed commitments and priorities of the Secretary, presidential directives, and emerging issues/concerns. The RGMS undertakes conceptualization, design, negotiation of proposed projects; facilitation, coordination, troubleshooting of projects being implemented by DTI regional offices, bureaus, attached agencies and partner institutions; and, monitoring and evaluation of projects in coordination with development partners and oversight and partner national government agencies.
BRIEF DESCRIPTION OF THE GENERAL FUNCTION OF THE POSITION
The Project Management Specialist shall undertake the following duties/tasks:
- Provide technical support on the strategic implementation of the RAPID Growth project’s Development Cooperation Framework, including managing the ODA component within the Department’s Medium-Term Public Investment Plan, ensuring alignment with national development goals and international commitments.
- Evaluate, prepare, and negotiate project proposals for foreign funding and technical assistance in collaboration with DTI functional groups, bureaus, offices, attached agencies, and partner institutions.
- Serve as the key liaison for RAPID Growth, coordinating with development partners, national agencies, local government units, and private sector stakeholders.
- Oversee the execution, monitoring, evaluation, and post-project assessments of all foreign-assisted initiatives under the RAPID Growth project.
- Provide technical expertise in the development, review, and enhancement of policies, programs, and projects to advance the RAPID Growth initiative while aligning with the Department’s strategic objectives.
- Design, prepare, execute, and evaluate high-impact planning, capacity building, and assessment workshops and seminars focused on achieving RAPID Growth outcomes.
- Support the coordination and execution of RAPID Growth project implementation and strategic enhancements.
- Document key processes and outcomes, including project milestones, lessons learned, and reports, for both internal and external communications.
- Consolidate and analyze monitoring and evaluation reports, providing data-driven insights and recommendations for project improvements and decision-making.
- Prepare and manage financial documents related to the RAPID Growth project, including fund utilization, transfers, and distributions to participating DTI bureaus, regional offices, and/or attached agencies.
- Coordinate all project activities initiated or implemented under the RAPID Growth project through the RGMS; and
- Execute additional duties as assigned by the Division Chief and Director.
