JOB DESCRIPTION:
To be assigned as Finance Regional Coordinator and be the key point of contact for DTI-Finance Service, Human Resources and Administrative Service (HRAS), and Commission on Audit (COA) relative to accounting matters.
This role requires a strong understanding of basic accounting principles and financial reporting and excellent communication skills.
The key duties and responsibilities include the following:
a. Responsible for the preparation of the following documents:
- Request for Availability of Funds (RCAF);
- Travel Authorities;
- Authority to lease office space;
- Authority to lease office equipment;
- Authority to conduct events; and
- Draft all other necessary authorities, as needed
b. Prepare Disbursement vouchers on the following transactions:
- Allowances;
- Maintenance and Other Operating Expenses;
- Salaries of Professional Service Providers (PSPs);
- Office rentals;
- Lease of office equipment;
- Reimbursements; and
- All other necessary disbursement vouchers, as needed
c. Review completeness of supporting documents on submitted liquidations, prepare liquidation reports, and submit the same to DTI-Financial Services (FS) in a timely manner;
d. Maintain an updated matrix of cash advances granted versus liquidations submitted for each post;
e. Prepare and provide the posts’ monthly and year-end account reconciliation on the Posts’ MOOE running balances;
f. Assist the posts in complying with the following:
- All COA-related matters;
- Annual submission of Inventory and Property Management;
- Procurement of goods and services; and
- Expiry of contracts for office rentals and lease of office equipment
g. Assist the Foreign Trade Service Officers (FTSOs) and prepare documents needed for the shipment of personal effects during posting, cross-posting, and recall to the Coordinating Office;
h. Perform all other tasks and duties assigned by the Foreign Trade Service Corps Coordinating Officer.
